OS off external HD

So my roomate keeps saying he's gonna run XP off an external HD for his laptop this summer (his internal is only 10GB). I told him thats a bad idea, mainly cause externla HDs are much slower than internals. He wants to learn Linux and put that on his internal HD.

A few questions:
Is it a good idea?
Can you even boot from an external HD?
Am I right in saying it would be super slow?

You can boot off a USB external "IF" the mobo is REAL new AND supports it.
