2000 Won't recognize USB with cameraT

The computer doesn't recognize 'see' a new camera connected to the USB port. Running "Add/Remove Hardware" in Control Panel also doesn't find the new Hardware. When trying to manually install the hardware 2000 can't find the installation file on the Manufactures CD. I followed the (poorley written) directions several times.
Toshiba PDR-M21
Any help would be welcome

Have u tried reinstalling ur USB card drivers. Remove the drivers and have Windows reinstall them to see if that helps. Also make sure that ur camera is on when connecting with computer.
