boot up problem

Windows 2000 SP3
P3 600
256MB pc100
WD 40gig IDE
250watt psu

So Ill turn on my work computer and it will sit at the micron.com screen for about 12 sec's and will (beep.... beep beep) It says HD error, press f1 to reboot or setup some thing like that. Ill just do a hard boot and it will sit at the screen for like 12 sec's and will boot into windows...

It only does it (that i seen) when the system is off and I do a cold boot. Does not do it on restarting..

The system came with 98se and I put in a new harddrive and then windows 2000

Bad IDE cable, hard drive failing, weak power supply. Reseat the IDE cable, try a different one, run WD Data Lifeguard diags on the hard drive, try a different power supply.
