Explorer.exe error

I was upgrading from IE4 to IE6 within Windows 98 everything seemed to go fine until I restarted and then everytime it enters Windows I get a fatal error with explorer.exe. This happens normaly and in safe mode - basically I can't get into windows.

Ideally I don't want to format the hard drive and start again - is there anyway of fixing this?

Ok the full error:

Window title: Explorer

This program has performed an illegal operation and will be shut down.

If the problem persists, contact the program vendor.

Then the details are:

EXPLORER caused an invalid page fault in module EXPLORER.EXE at 015f:00401f31

I've checked and there is no explorer.exe in the root directory. I have not upgraded from windows 95 so I don't think this is the problem. Any other ideas?
