How are you closing all programs? Have you used ctrl/alt/del to shut down everything except explorer and systray? Do you have av running all the time? Do you have any anti trojan software you can scan with? How about a spyware scan...adaware works.
I would also recommend running regcleaner.
could be any number of things, everybody'll give you another idea.....

Hello f16,
Open the Run box, type "msconfig". Press OK. Then go to the startup tab, uncheck everything, reboot. Cancel anything running in the backround, as stated above.
Hope That Helps.

When did this happen? As my IE 5.5 just started doing it also last week. I have emptied everything, ran adaware, and I only run explorer, systray, and connection in msconfig. Still SOME pages are laggy...including this one.

what os? if windows 95 or 98 and you run it 24/7 you probably need to shut it down and restart.this happens on those 0s's xp and w2k don't seem to have that problem.but you probably knew that.

If you can get to the Internet from the infected machine, try visiting the TrendMicro website and using their online virus scanner HouseCall - it's on the left-hand side of the home page, under a menu item "Free Online Scan". It's virus definitions are extremely up-to-date, and it can sometimes catch things your regular scanner might miss (possibly since it may itself have been compromised by a virus). Here's the link: http://www.trendmicro.com

Best of luck
. . . Gary

[p.s. . . . if it turns out that perhaps it's not a virus, but something else: when you copied back "all the old data" - how much did that include? Background processes & programs as well? Windows setup files? . . . ]

Yes I reloaded the whole infected original HD to the new HD , thinking the Original HD was bad . So I transfered the virus /trojan . McAfee describes the Trojan but their Virus Software failed to remove it . As well as the Trend Micro program . I should just Format and do a clean reinstall .
Thanks all who have written .
