Question How to reformat/merge your hard drive's Partitions

Sorry bout the messy topic , didn't know how to describe it
OK I got a lot a mess on my comp :O
I wanna reformat it... now here's the deal
I got my small HD (9GB) partitioned 3 ways.. (3GB to each partition, my system drive can't breath...)
and I know that I can format both other partitions and "merge" them into a single partition trough 'Disk
Management', but I can't format my System Volume or merge it with the others because it's the system volume , and I want just *one* Partition to my Drive (all 9 GB on it)
SO how can I make it happan ? some software?
And how can I format it?( assuming that re partitioning the drive will erase all it's data and I have no XP to format it with)
Thanks
