Don't try this yet, as it is only a hypothesis on my part.
The main problem here is that you want to wipe out the boot O/S. If it were not the boot O/S, it would be easy. Now, I'm guessing that if you wipe out the partition ME is on, then merge the partitions with partition magic, it may work. You may also need to run a repair on XP to make it recognized as the boot O/S. Or, you may be able to wipe out everything on the ME partition except the boot.ini file. In XP, go start > run > type "msconfig" > "boot.ini" tab > select the windows XP line and click "set as default". Next, set the timeout to be zero. Apply, hit OK, and reboot. I don't know if either way will actually work, so proceed at your own risk.

Are both ME and XP on the same drive? What file system format are you using?
