For a new build with a clean install of Windows XP, which is better Fat32 or NTFS?

NTFS. Only use FAT32 if you are dual-booting and you need an earlier version of Windows to be able to access the partition. NTFS is a much better files system.

Ntfs if you want reliablilty/a real file sys..... Fat32 if you want every drop of speed. The diff in speed is not noticeable by you, though.

I keep a FAT 32 partition around to dump Drive Image files to back up my system.

FYI, WinFS is a slightly more robust, 64 bit version of NTFS, and is backwards compatible.
