IRQL error

My next door neighbor uses Windows XP on a system that he built himself. Recently he got an IRQL error after uploading a Windows upgrade to his XP OS. We have attempted to fiigure out what IRQL stands for but have not been able too. Can anyone help figure this out?

Thanks
