I see on ebay that people are selling just the EULA, no media and no product key, if you have multiple EULA's can you install multiple copies with one product key?

The EULA is just the contract. I don't get how they are selling that!
You need at least one CD and one key to be able to install. Then if you have more machines you can buy a license for each.
