boot up issue
When I boot up or restart I get a message that says system has recovered from a serious error and says if i want to send to microsoft. How can I stop this? is it in msconfig?

it is telling you that something is wrong somewhere and it corrected it its's self,
I would look for what is causeing it first |

System Properties > Advanced > Error reporting and check the "disable error reporting" also the notification if you so choose.
Check your event viewer for what might be causing the error.

wheres system properties? its the video card that freezed on me while playing a game so i had to restart manually.
