cannot run programs as power user

I know it is not safe to run as an administrator all the time and have known an experience my friend had.... Howevver, the power user group should be able to run programs already installed properly, but yet it doesn't. It seems to apply to games only, because UT runs as if I had my head bowed down (spinning around the floor, unable to aim, easy picking for other players), Starcraft runs like its on a less than 60 mhz computer and I can't save in some other games. this will be Windows 2k.
