Unhappy Not enough quota??

I get an error message that says: "Not enough quota is available to process command" when i click on anything on my desktop after my computer sits for little bit.(30-45 mins)
Why causes this ? And how do I fix it??

How much ram do you have and what OS are you running?

There may be too many processes running and taking up the available memory.
