explorer.exe error

Whenever I click on the "File Types" in Folder Options of Control Panel, an error message relating to explorer.exe will appear. Can someone please help me out on this.

This is a new build

System specs
P4 1.8A
Intel D845GEBV2
Kingston 256MB DDR
Sony CDROM
TDK CDRW
WD 40GB harddisk

Do a registry clean/ restore. Or if you hacked the start menu or did any other mods to your OS try: Regedit/hkey_local_machine/software/microsoft/windowsnt/winlogon/shell and change the program back to explorer.exe and reboot.

Tried but it didn't work. Tried also the advice on MS site but didn't work too. Gave and & reformat again.
