Pissed ATX Auto power shutdown failed

Helloo..

recently i upgrade from WinME to Windows Xp using clean install, my problem is when I shutdown the system, it did not automatically turn off my puter, instead, (with message 'it is now safe to turn of your puter') i have to push the on button for a few second before the system shutdown, this never happen when i'm using winme.

I change setting at BIOS/power management but still the same.

System with P4 1.5/ TNT2 M64 AGP(Windows install the driver)/256SDRAM/i845 chipset mobo30 gb Maxtor etc

Where it when wrong?
