greedo Strange WinXP Problem

For the past week or so my desktop's been acting very strange.... when I move the mouse over a button the the quick launch section (by the start menu) or an icon in the System tray (by the clock) it pops up the wrong info window.

For Example, when the mouse is over Microsoft Word icon, it says Outlook Express.

Any Ideas? Thanks!

Disable pop up function, shut down (not restart) When its reloaded reenable Pop Up.
Shut down and reboot.

Problem should be solved.

As always, BACKUP your registry before doing this!
This is the only way I know of to disable the balloon tips..
Start Regedit
Go to HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced
Change the value of EnableBalloonTips from 1 to 0
After doing this, reboot and go back to regedit and change the value back to 1. Reboot, and the ballon tips should work properly.

Go do a google search for XP Anti-Spy and get rid of them and a buch of other junk that you don't need or want.

not important - I disabled the balloon tips but I still get the pop ups as I did before... are you sure those are the same balloon tips? I was thinking I might have disabled the ones that says like "New hardware found" and pop up off the systray.

morris - I just ran Ad-Aware and Spybot, no luck.

The pic you attached looks like the "Ballon Tips" that pop up from the taskbar and the Quick Launch bar. I don't know of any others. Sorry that didn't help.

Go to Control Panel, Folder Options, Click the View tab, Uncheck the box that say view Pop Ups for folder and desktop items.

Try unchecking the box, shut down computer completely. Let sit for a few minutes.
Restart and check the box, then shut down again. Restart and see if that fixes the problem

Get rid of balloon tips:
Start regedit, expand HKEY_CURRENT_USER and set
EnableBalloonTips=0x00000000
