Does having system restore turned on decrease performance?

According to M$, no. Since scheduled system checkpoints are only created when the system is idle, you shouldn't notice anything. When checkpoints are created at other times, like when you are installing new software, you probably don't even recognize it. Personally, I haven't noticed any degradation in performance.

no performance loss, but it will take up disk space if you let it continue to set new points every day. You can periodically clean out your restore points to delete all but the latest by going to System Tools/Disk Cleanup/more options tab/System restore/cleanup

Not sure I agree with your statement, Bailey. When you open the System Restore screen it says "Your system automatically creates restore points (called system checkpoints), but you can also use System Restore to create your own restore points. This is useful if you are about to make a major change to your system, such as installing a new program or changing your registry." If you are on the System Restore screen and select "restore my computer to a previous time", it is mentioned that there are three types of restore points, system check points, manual restore points, and installation restore points. Since the installation restore points are created when new software is installed, and system restore points are "scheduled restore points created by your computer" it would appear that more restore points are created than "only creat a new restore point when you install software" as you stated. In a MS knowledgebase article, it is also stated that restore points only stay on the system for 90 days, at which time they are automatically deleted.
