Pissed big troubles

I have a pentium 3 with ME in it. Had problems with my modem so I bought a new one. I installed it correctly and with the software. The computer says it is installed correctly. Try to connect and an error comes up.

Error 630:
The modem is not responding properly. Please verify that the modem is plugged into the computer and the phone line.

Checked it all out and found this,

Devices PNP Device ID Error Code
IRQ Holder for PCI Steering PCI\IRQ\Holder\61 22

What the Hell Does it mean? How can I fix it?

Can you list what your computer specs are and what particular modem you have installed?

Hi & Welcome

Did you uninstall the drivers for the previous modem before installing the recent one? If not, check in Control Panel's Add/Remove Programs for software associated with the older modem, and uninstall those. Then boot in Safe Mode (tap the F8 key while your computer is starting up) and check in Device Manager (Control Panel/System) and remove any modems in there. On reboot, follow the installation instructions that came with your new modem to the letter.

[if you did thoroughly uninstall the previous modem, I still recommend booting into Safe Mode and checking in Device Manager = you'd be surprised how often something you think is completely gone still has a ghost hanging about in the Registry. You can also try a Registry Cleaner to help out. I recommend RegClean 4.1 (works with Win9x/Me), but there are many others, too.
