Windows Protection Error?

Ok I am having a problem, I was letting my mother use my lap top b/c she destroyed her machine. well I did not thnik that she could do that much damage in a few weeks till she got a new computer well she did.

I am getting a error

"while initilizing device CONFIGMG:
windows protection error. you need to restart your computer."

then i restart and can only boot up in safe mode. I could not find anything way out of wack there so I tried to restore my registry but the first time it failed, the second time it worked but it did not do anything I am still getting the same error.

This error can occur if the BIOS APM setting is incorrect. Use the following steps to resolve the APM issue:
Restart your computer in Safe Mode.
Click Start, point to Settings, click Control Panel, and then double-click System.
In the System Properties dialog box, click the Device Manager tab.
Click the plus sign (+) next to System devices.
Double-click Advanced Power Management support.
On the Advanced Power Management support Properties dialog box, click the Settings tab.
Click to select the Force APM 1.0 mode check box, and then click OK.
Restart your computer in Normal mode.
