deleting temp files

Is it okay to delete everything out of the temp folder that resides under a specific user profile folder in local settings? For example, there are read only and system files that are there as well as what appears to be duplicate folders for Temporary Internet Files, Cookies and History. From what I've read, it indicates that deleting everything out of the the temp folder is okay, but I was curious about some of the files? Thanks in advance.

I do it all the time, but there is usually 1 that it won't let U delete cause it's in use or something, so i just let that one alone and delete all the rest...
