trying to install new modem 98 promblems

i had a packerd bell pc it died. repair shop built me new pc. installed win98 from packard bell to new pc. i have been having problems getting online & staying on line. took pc back to shop ck out modem shop says modem ok aol's computer cker says modem bad. got fed up bought new external usb modem .modem software says i need to up grade to 98se .instead of up grading to 98se i am thinking of upgrading to xp home. the question is will an upgrade version work because of the way 98 was installed from packerd bell recovery disks or will i have to buy full version

Go with the full OEM version, if you're in the states you can order it from Newegg.com for about $100.
