No Activity on Shutdown

When I click shutdown on XP Home, the computer just sits there, no "saving your settings" window, no activity at all. I realize this has been addressed before and, supposedly, resolved in SP1, but I have all the updates for windows XP, inc. the SPS.
Any ideas?
