restore console administrator password

When I do new XP install, especially on used hard drives, sometimes I have startup problems.

When I have startup problems, I usually boot using the XP CD and go into restore console to do some repairs.

When I select Repair using Restore Console, XP will ask for the administrator password. Since this is new XP install with startup problem, I have not get to the point where I can enter the administrator password.

When restore console ask for the administrator password, sometimes I hit enter and will get into restore console. Sometimes XP will say invalid password and after three failed attempts I have to re-boott using the XP CD.

Anyone know why XP expects an administrator password for new installation that have not entered the administrator password?
