you know how with XP home when you buy it and install it on a comp it can only be used on tTHAT computer. Im getting a new HD along with new other parts, possible a new mobo but same cpu. Will i be able to install the same XP cd and use same registration key or will it say its already registered on a dif computer?

You can generally do what you want to do with a phone call to MS. They will give you a long code to activate it again. A friend of mine did just that.

I have done it many times with my upgrades, it may just activate on-line with out any problems at all, but the phone call to MS is no big deal.

Yes, but again it may require a call to MS just explain what you are doing and they will give you a new activation code.
