Unhappy Ctrl+alt+delete

Hi, recently I had need to use the above command, and noticed that it had changed drastically.I could no longer view the computer processes and other various things, and the only way to close it was by right clicking an object next to my clock.
Please help!

What version of Windows are you using?

What happens with you click on C+A+D? Does a window come up? Beep? Anything?

Am running XP.
The window does come up, and I can shut down the programmes, but there is no way to minimize it and no X in the top right corner. There also use to be 5 tabs along the top, and none of those are there anymore.

Weird-safe mode? I had that once-restarted then everything is ok again. What software is running in the background?

It happens everytime I log on even when I restart, or there are no programmes running

Double click the border of window. It will return to normal
