Question user licences for Windows Server 2003?

The licences (CAL'S) are packaged in 5, 10, 25....etc. Packages. Does anyone know if you can buy a single licence to meet the exact licence needs of an orginazation, or is one stuck with potentially purchasing more licences than needed? If you were to have too few licences, and someone was to try and connect to the server would they be able to log on or would they be prevented from connecting. I am looking into a new server and possibly using windows server 2k3, but have a few questions and on a tight budget. Thanks for any info you can provide!

No, you have to buy them in 5's. In the past, they merely issue warnings if you go over your limit. Microsoft does use their software police to enforce their licensing so you could potentially be fined some rather large amounts if you violate the license.

I am not sure if there will be a Small Business Server 2003. Windows 2000 SBS had 50 user CAL's for W2K, Exchange and SQL Server.

Well, open source is an option, to some. But, our very important NEW accounting application is dependant on server 2003. So, open source is not an option for this application. Thanks for the advice.
