registry edit

hello everyone trying to remove norton complely of a lap top have got admin rights etc and passwords but when i try it says reg edit turned off by admin how do i re enable this function same lap top as last night now up and running just need to sort a few little problems uot was full of viruses thnks to all that helped. andy.

In the security policy snap in. Local Security Policy\Administrative templates\system. Under "disable registry editing tools" check disabled or not configured.
