Repeated boot!

My aunt asked me to look at her computer. Problem I know nothing about XP. Here's the issue.

When I boot the computer it goes to the safe mode screen. Regardless of what you choose, it will start to load and get just about to go from the black screen to the win screen and then it shuts down and reboots.

I've tried a variety of things:

1) Made sure all plugs and components are in tightly.
2) I've gone to the bios (though I'm not familliar w/ her's) I set HD stuff to auto detections
3) I've tried the boot from most recent good boot. This has given the best result because I've actually seen the windows splash screen but B-4 It made it to desk top it rebooted again. However I did see what looks like a blue screen with some words but its there for a second. I know its not the Blue screen of death.
4) I've tried to go to C: prompt but it just reboots again.

I have no problem just Fdisking the whole freaking thing. There's nothing important on it. But if XP has something easier I'm open to suggestions. Well that and I can't figure how to get to the c: prompt to start the fdisk.

So I'm open to anything. Since they know nothing about PCs and I've never used their pc I have very little info to work with. It has:

XP pro
256 Megs
16 meg nvidia agp tnt 2
250 power supply
1.4 gig pent.

Boot with the XP cd and go in like your going to do a new installation and it will give U a choice of repairing the current install or a new install. Just choose repair the current and that will fix the prob if it's software, but you may have a defective hardware problem that could be causing those symptoms too...
