Norton Firewall and MSN msgr probs!!!

When I try to load the firewall by by double clicking on the Norton Pers. Firewall icon, it will NOT load the firewall, only launch the dialogue box for it. (that only happens after I had executed any other command on my PC ie. loading MS Outlook or Explorer etc.) ALSO, When I attempt to access the 'options' in the Norton Pers. Firewall dialogue box, it won't let me and tell s me I do not have access! (I do have it password protected).

When I try to load the Firewall right away after startup again by clicking on the Norton Pers. F/wall icon... it WILL load! AND the norton Pers. firewall box will also load, when I try to access the 'options' this time....it will allow me access after entering my password.

If my Norton Pers. Firewall is NOT loaded, when i try to logon to MSN 6.0 msgr, it comes up with a error msg advising me that I am having trouble w/ my network provider to try again later!
However, when my firewall is loaded I can access MSN msgr with NO problem at all!
However, when I launch MSN Msgr with the Norton Firewall, installed, then I can easily log on to internet.

On their support pages, they mention that the order and timing of where NIS and NAV load in the startup sequence is a bit sensitive. Here are the links:

They suggest reinstalling as a last resort.
