First of all, do a thorough scan for viruses with updated definitions. If the computer doesn't have any antivirus software installed, but can connect to the Internet, visit http://housecall.trendmicro.com for a free online scan from the Trend Micro "HouseCall" service.
-----------------------------------------
Here's a couple of "cut-and-paste" notes from pacs-portal's file list:

DW.exe = DownloadWare - executes arbitrary code from advertisers and not considered to be adware but is a security risk. If a network connection is available it will connect to its servers, which can direct it to download and install software from advertisers. Installed along with programs such as MovieNetworks , Medialoads and PAgent

1) explore.exe Added as a result of the NETBUS and other VIRUSES!
2) Explorer.exe Added as a result of the IRC.FLOOD.G VIRUS! Note - this is not the valid Windows "explorer.exe"
3) explore.exe Adult content dialler - where explore.exe resides in the Windows or Wnnt folder
4)Explore.exe Added as a result of the GRAYBIRD.G VIRUS!

(and this is from the TaskList at AnswersThatWork.com)
Kern32, Kern32.exe, Kernel32, Kernel32.exe = You have one of the Badtrans viruses.
[The true Windows component should be named Kernel32.dll]
---------------------------------
Then see how things are after cleaning the viruses out.
Best of luck
. . . Gary
