lock em' out...admin security

i was wondering what different techniques or programs people used to secure a computer that will be used by either the general public or in a user-only role. for example how would i make it so a user could not shut-down/restart in windows xp, both through the taskbar and if possible ctrl-alt-delete and alternative methods.

primary goals:
remove shut-down/restart capability
disable program access (background programs, firewalls, antivirus, etc)
allow use of only certain programs
disable access to most parts of hard drive (only specific public folders)

i would prefer doing this without any extra software, just within windows options or the registry...but if there are any good quality (GNU/freeware rocks, heheh) programs out there i would really appreciate it if you let me know about them. thanks,

you can do this pretty easy, but too much to put it this post...
Check microsoft website, you can do what you are asking through local policies, and other stuff...
Sorry, but I dont feel like typing all the directions...would be easier to just search microsoft or google, there are some good tutorials out there...

You can do a lot of it with the Group Policy Editor in XP Pro (start > run type "gpedit.msc"). For setting security of folders and files disable simple file sharing in Folder Options > View and uncheck the "Use Simple File sharing" then just set your permissions as needed.

System Safety Monitor is in beta and is free at present. It is ready for release in XP now. We are using it in an emvironment with computer experts and it has been very effective. No one has gotten around it, short of booting with a 2000 disc and gaining administrative control. You can read about it here.
