Windows Installer

I am trying to install some software on my computer but when I do I get an error message saying:

"The Windows installer service could not be accessed."

I have no clue what this means.

Andy,

I didn't download it from a website. It's Nero5 Burning ROM. I am also having the same problem with MS Streets & Maps.

How to Start the Windows Installer Service
Note The Windows Installer service does not start if you disable Load System Services. To use Windows Installer in this case, you must start the service manually:
Click Start, and then right-click My Computer.
On the shortcut menu, click Manage.
In the left pane of the Computer Management window, click Services and Applications, and then click Services.
In the right pane, scroll down to Windows Installer, and then right-click Windows Installer.
On the shortcut menu, click Start.
If you run a Setup program without manually starting the Windows Installer, the following error message may appear:

The Windows Installer service could not be accessed. Contact your support personnel to verify that the windows Installer service is properly registered.
I found this info here

Ok, I tried that and now I'm getting the following message:

Could not start the windows installer service on local computer.
Error 3: The system cannot find the path specified.

I did the DOS command and it was fine. This is not really a new install. A few months ago my hard drive crashed and I had to send it back to Seagate. I was able to reinstall everything on the new HD without any probs. Then a couple of weeks ago I tried to put Nero back on the new HD and have been having probs ever since.

I tried to do the system restore but it said I did not have any restore points.

Here is something that may be pertinent. I ran Norton Windoctor and it found the following problem but couldn't repair it. I know this is something new since the last time I ran this diagnostic. Any one know what this is and how to fix it? I'm assuming it is part of my problem.

"C:\Program Files\Common Files\InstallShield\Professional\RunTime\0701\Intel32\DotNetInstaller.exe" cannot access a necessary file, "mscoree.dll."
