trojan.bootconf - how to take it out?

This virus has really bother me. I tried on norton's website guideline, it work for a few days, then it come back. What it does it direct my browser to a specific webpage. What I did was disable restore, update and do a full scan, delete the virus, go to registry, and delete the value from norton's website, set default to explorer, then enable system restore. After 2 days, the virus come back. Is format my only choice?
