Reinstall of Windows XP nitemare!

I built a computer for some friends about 6 months ago, and then they moved considerably out of driving range for support. Anyway, he wanted to install MS Office one night, but instead installed WinXP. He got through the install, and completely wiped out his old install of XP. When it went to reboot for the last time, the computer boots up to the Post screen, where it displays the board revision and health status (temps). The board is an Epox EP-8RDA+, with an Athlon 2400 t-bred, 256mb Kingston PC2700, an 80GB WD "SE", and a Hercules Fortissimo III sound card. No hardware was touched, as I don't even think he knows how to open the case.

Anyway, when it gets to the post screen, it just restarts after about ~20 seconds or so. It will do this until he turns it off. Any ideas?

Pull the Fortissimo Card and see if that stops the reboots. It is one set of drivers where the XP version is not very good.
