winXP vgaoem.fon corrupted

When trying to boot my computer lately, it has been coming up with an error message stating that the file "vgaoem.fon" is missing or corrupted. I tried going into the recovery console and expanding the file from the install cd, and I get an error message stating that access is denied for c drive. I tried putting the hard drive in another winXP machine and copying the file over, but when I tried to access the drive, I was told that it was not formatted.

Any ideas what is the cause of these problems, and suggestions on fixing it? Thanks!
