shutdown problem

I have a older gateway (Pentium 2) with Windows 98 on it. When I try to shutdown I shuts down and the screen says it is now ok to shut off the computer, but when i press the power button nothing happens. The only way to shut it off is to unplug it and then plug it back in then press the power button. I know I had a 486 with win95 that would shutdown to this same screen and i would just press the power button, but this gateway used to just shutdown on its own ( without that screen). What causes it to shutdown to this screen and why won't the power button work when this screen comes up. Thanks
