Is there anyway to just reinstall the registry in WinXP?

Tried a nondestructive reinstall of WinXP HE but still getting "Program not responding" messages when I shutdown. Don't really want to do a fresh install and start over. Is there some way to just reinstall the registry or is there some program out there that can do this? Thanks.

do you have this problem if you shut down in safe mode? Have you scanned for Spyware? What program is it that is not responding?
