How to speed up start, program menus

I don't know where I would go to do this, but what I am looking to do is speed up how quickly the menus pop up after I click the 'start' button.

Using XP right now, and when I click on start, and then programs or whatever, I don't like how slow the windows pop up when arrowed on.

Is there anyway to speed this up and where do I go to do it???
