WinXP Pro Hanging When Connecting to Internet Via Dialup

Here's a really puzzle, I've assembled a new WinXP machine everything is working fine except when I try to connect to the internet (dialup) the machine hangs for several minutes as the connection is being made during which time no programs will run, even CRTL-ALT-DEL won't, but after several minutes the machine returns to normal, I'm connected to the net and all the software I've clicked on starts running. Tried uninstalling and re-installing the Dial-UP software for the ISP (AT&T) still no help... What's the next step, uninstall and reinstall TCP/IP?

What modem do you have? Were the modem drivers XP certified?
