Angry Fire Big Problems

For some reason, my security certificate doesn't, it says:

This CA Root certificate is not trusted because it is not in the Trusted Root Certification Authorities store.

How do I put it in the Authorities store?

And, I cannot access the devise manager, it says, "either the file doesn't exist or you don’t have the right to access it.

Can you tell a bit more about what's up? Sounds like mebbe an XP install? Is this a store-bought copy or one distributed with new PC? More info will help someone get you a usable answer.
