Explorer Hanging?

I have posted before about the problem I have when windows starts up. It takes about 10 seconds to get to the Windows XP Home log on screen. From there I click on my account and it starts loading. THIS is what I get. It sits there for three minutes. During that time I can open some programs but nothing that has to do with Windows Explorer such as the control panel or drive C. Also, anything that is above the task bar stays there even after it is closed. You can see that HERE. In that screen shot you can also see how if I bring up the task manager and drag it around I can "erase" things to show the wallpaper. After three minutes the icons show up and I'm good to go. I have been puzzled and frusterated by this for months. It used to be no problem to restart when installing new drivers or programs but now it's dreaded. Safe mode doesn't help, clean boot didn't help, and there are no suspicious start up programs or spyware. Any suggestions?

Here are my system specs

AMD Athlon XP 1.8ghz CPU
512mb 333mhz DDR RAM

Try using regcleaner, or any registry cleaner. I think there is something wrong with that. If that does not help tell I think you may have to reinstall the program

By the program do you mean Windows? I have been hesitant to reinstall because I think I might have incompatible RAM. Would that mess anything up?

I don't mean Internet Explorer. I mean Windows Explorer. The basic Windows interface. The first screen shot shows how the log on screen stays after the taskbar has appeared. Neither the icons or the wallpaper appear for three minutes. The seconde screenshot shows the start menu staying when it has been closed. Also, it shows Microsoft Picture it still there after being closed. Finally it shows how I can drag the task manager around and "erase" everything to show the desktop picture.

This started long before I even installed AVG. I did have McAffee before that but that was on here before the problem started.
