Windows 98 SE Reinstall

What is the easiest way to reinstall Windows 98 SE over itself without losing any data or programs? I have a friend getting weird error messages and Windows keeps saying it needs to restart, I think it's time to reinstall...

Boot from the CD with CD support... switch to the CD drive and type in

SETUP /P F

Be sure to put in the spaces or it doesn't work right.
