what is the windows Xp service pack?

Its just various updates that they've bundled together into one package for ease of downloading. I'm assuming by what you listed that you are talking about the description for buying Windows XP. That just means that particular version of the XP program comes with the service pack already on the disc. Early versions didn't come with it and the service pack had to be downloaded from Microsoft's website.

ooo okay, so the that xp i listed is the regular xp with the service pack, the various updates right
is there a reason why it's cheaper than the regular Windows xp? Windows Xp |

Because it is OEM, not retail. The winXP OEM disk comes without a box or manual. Bacially, it's just the disk.
