IE6 problem

I have a computer that has Windows XP pro. It can't attain web pages. ICQ works and I can send receive emails. I can also goto ftp sites. When I try to get on the internet it shows that the page can't be displayed. When I try to enter an IP address of a web page it still doesn't work. I have tried to do a repair/reinstall and I have the same problem. When I tried to go into last known good configuration it shows at bootup that the following file is missing or corrupt (C:\Windows\System32\navcpl.dll) but when I boot normally it doesn't show this error. Any ideas. Thanks in advance.

How are you connecting to the internet?
Are you using a firewall?
Have you scanned for Viruses?
Have you scanned for spyware?

It is hooked up in a network and the other person can access the internet without problems. Firewall is not setup. I scanned for viruses with current DAT files. I have not ran a check for Spyware. Would AD Aware be alright?
