fqpissed PC is suddenly slow

I'm using Xp pro, I start my pc today just to notice that the pc is suddenly very very slow. There is nothing out of the routine with my pc. Which is weird. What I notice is when I browse web sites, when I press the down button/scroll, then the web sites move like in clusters, not smoothly like I normally do. I restarted but still the same. Even while writing this, the text stops and then everything suddenly pop up. Like it can't keep track of my writing. Weird. Help
