It *sounds* like more or less a "reminder" about possible file sharing and that is unlawful since there is an "above average" use of bandwidth.

The guy doesn't share files just plays CS every waking minute ( that's an exageration but not by much ).

I'm not saying he is file sharing. Playing CS 24/7 can use a lot of bandwidth, thus the "be sure you are aware of... in case you are file sharing" notice.
