Cannot turn on PC with ADSL Modem Connected

I am running Windows 2000 SP3 and have a SAGEM F@ST 800 USB ADSL modem for Broadband access provided by Tiscali.

However, if I boot up the machine with the modem connected to the USB port, the PC loads up windows then reboots continuously. If I boot up with the USB modem disconnected, the PC starts up fine, and I can then simply plug in the USB modem and it immediately connects and allows broadband access.

Any ideas on how I can start up my machine with the modem connected to the USB port?
