Double Click Not Working

What is wrong when you double click an icon and it won't open but right clicking and choosing OPEN will work?
This is anywhere you would want to doubleclick, desktop or within windows explorer.
Also using the Windows Shortcut Key + E to open explorer does not work. Is there a fix for these problems?

Check your mouse settings under the mouse in control panel.
