outlook express and ~ file on desktop?

what is this file that keeps poping up on the desktop usually after i use oe.
~ is the name.
i've been having problems with switching identities and having oe not reload the next id. then it won't even turn back on and load at all.
rebooting fixes the prob, but this gets old!
i just noticed the ~ file created on my desktop just as i closed oe.
does it mean something and my deleting it poss. the reason why oe tends to lock out and not work at all.????

It's the backup file OE makes of the address book. Due to a glitch in a Windows update (sorry, don't know which one), on some systems, the backup is saved to the desktop instead of the folder it's supposed to be in.

Check the Windows update site and if any critical updates are available for your computer, get them. MS may have included the fix in one of them.
