Some scoundrel is hiding my memory

Sony Laptop F650, 600mh, 192MB RAM, 10GB HDD, OS WIN ME

My memory is disappearing. Here are the results. First two paragraphs below are with start up progs off. Starting only System Information. First paragraph below had 101.75 Available Physical Memory. Next I closed and reopened System Information. Paragraph 2 shows Available Physical Memory 62.79 MB. Last paragraph is after reboot with start up progs on. It indicates a Available Physical Memory 8.45 MB. I would greatly appreciate any help. I've read "Memory Leaks" but no help to me.

This was after boot up with all start up programs off.
